教育部2020年部省合建工作(zuo)年度會議召開(kai)

  12月25日,教(jiao)育部(bu)在(zai)海南大學召開2020年部(bu)省(sheng)合(he)建工(gong)(gong)作(zuo)(zuo)年度(du)會(hui)(hui)議,深入總結(jie)部(bu)省(sheng)合(he)建工(gong)(gong)作(zuo)(zuo)實踐成果,部(bu)署下(xia)一步工(gong)(gong)作(zuo)(zuo)。教(jiao)育部(bu)黨組書(shu)記、部(bu)長陳寶生出席(xi)會(hui)(hui)議,并于(yu)會(hui)(hui)后(hou)與海南省(sheng)委書(shu)記沈曉明(ming)進行了會(hui)(hui)談。

  陳寶生在會(hui)議講話中(zhong)指出(chu),每年(nian)(nian)召開部省(sheng)合建工(gong)作(zuo)年(nian)(nian)度會(hui)議,為已(yi)有(you)工(gong)作(zuo)“把脈問診”,為問題短板“開方抓藥”,為不斷(duan)創新“出(chu)謀劃策”,助推工(gong)作(zuo)年(nian)(nian)年(nian)(nian)有(you)進步(bu)、事事有(you)著落(luo)、舉措見實效。3年(nian)(nian)來,部省(sheng)合建工(gong)作(zuo)積累了經驗(yan),溢出(chu)效應突(tu)出(chu),四方聯動機制效果凸顯(xian),合建高校學科(ke)水(shui)平顯(xian)著提升,平臺建設取(qu)得(de)重大突(tu)破,社會(hui)服務能力(li)穩(wen)步(bu)提升,部省(sheng)合建金(jin)字招牌獲得(de)廣(guang)泛認可。

  陳寶生要(yao)(yao)求,要(yao)(yao)樹立大視野、構建大格局(ju)、推(tui)動(dong)大發(fa)展(zhan)、實(shi)(shi)(shi)現(xian)大作(zuo)為,努力(li)推(tui)動(dong)部(bu)(bu)(bu)(bu)省合建工(gong)(gong)(gong)作(zuo)向更高(gao)(gao)(gao)(gao)水(shui)平邁(mai)進(jin)(jin)(jin)(jin)。一(yi)是(shi)(shi)進(jin)(jin)(jin)(jin)一(yi)步“深(shen)(shen)”起來。深(shen)(shen)不深(shen)(shen),看(kan)系(xi)(xi)統。要(yao)(yao)深(shen)(shen)入(ru)(ru)學習(xi)(xi)習(xi)(xi)近(jin)(jin)平新時代中(zhong)(zhong)國特(te)(te)色社會(hui)(hui)主義思想、習(xi)(xi)近(jin)(jin)平總書記關(guan)于教(jiao)育(yu)(yu)的(de)(de)重要(yao)(yao)論述和(he)黨的(de)(de)十九(jiu)屆(jie)五中(zhong)(zhong)全(quan)會(hui)(hui)精神,深(shen)(shen)化(hua)合建思路推(tui)動(dong)制度(du)創新,深(shen)(shen)刻剖析發(fa)展(zhan)短板,做好(hao)案例(li)式診斷,著力(li)配置(zhi)好(hao)資源。二是(shi)(shi)進(jin)(jin)(jin)(jin)一(yi)步“實(shi)(shi)(shi)”起來。實(shi)(shi)(shi)不實(shi)(shi)(shi),看(kan)效果。要(yao)(yao)領(ling)會(hui)(hui)教(jiao)育(yu)(yu)發(fa)展(zhan)戰(zhan)略籌劃部(bu)(bu)(bu)(bu)署實(shi)(shi)(shi)質、務求工(gong)(gong)(gong)作(zuo)措(cuo)施(shi)實(shi)(shi)(shi)效,遵循教(jiao)育(yu)(yu)發(fa)展(zhan)規律、高(gao)(gao)(gao)(gao)校成長規律、人才培(pei)養(yang)規律,讓立得住(zhu)、可(ke)持續的(de)(de)發(fa)展(zhan)實(shi)(shi)(shi)惠(hui)由合建高(gao)(gao)(gao)(gao)校、地方(fang)、人民群眾共(gong)享(xiang)。三是(shi)(shi)進(jin)(jin)(jin)(jin)一(yi)步“融(rong)(rong)”起來。融(rong)(rong)沒融(rong)(rong),看(kan)資源。合建高(gao)(gao)(gao)(gao)校要(yao)(yao)主動(dong)融(rong)(rong)入(ru)(ru)到(dao)教(jiao)育(yu)(yu)部(bu)(bu)(bu)(bu)日(ri)常(chang)工(gong)(gong)(gong)作(zuo),跟(gen)地方(fang)經濟社會(hui)(hui)發(fa)展(zhan)需求融(rong)(rong)合起來,融(rong)(rong)入(ru)(ru)中(zhong)(zhong)國高(gao)(gao)(gao)(gao)等教(jiao)育(yu)(yu)第一(yi)方(fang)陣,把合建機制融(rong)(rong)入(ru)(ru)高(gao)(gao)(gao)(gao)質量(liang)教(jiao)育(yu)(yu)體系(xi)(xi)建設,做好(hao)跟(gen)合作(zuo)高(gao)(gao)(gao)(gao)校融(rong)(rong)入(ru)(ru),接受傳導示(shi)范(fan),從(cong)而帶動(dong)工(gong)(gong)(gong)作(zuo)。四是(shi)(shi)進(jin)(jin)(jin)(jin)一(yi)步“聯(lian)(lian)”起來。聯(lian)(lian)沒聯(lian)(lian),看(kan)渠道。要(yao)(yao)立足學科優勢、專業特(te)(te)點找準發(fa)展(zhan)方(fang)向,多(duo)做開(kai)局(ju)、拓展(zhan)、鞏固工(gong)(gong)(gong)作(zuo),上聯(lian)(lian)國家戰(zhan)略、中(zhong)(zhong)聯(lian)(lian)區域需要(yao)(yao)、下聯(lian)(lian)服務對(dui)象(xiang),內(nei)聯(lian)(lian)做好(hao)各項(xiang)措(cuo)施(shi)跟(gen)配套工(gong)(gong)(gong)作(zuo)重點安(an)排、外聯(lian)(lian)合作(zuo)對(dui)象(xiang),搭建合建網狀多(duo)點關(guan)系(xi)(xi)。五是(shi)(shi)進(jin)(jin)(jin)(jin)一(yi)步“特(te)(te)”起來。特(te)(te)不特(te)(te),看(kan)專業。專業和(he)市場聯(lian)(lian)系(xi)(xi)、與人才培(pei)養(yang)關(guan)系(xi)(xi)最直接,是(shi)(shi)高(gao)(gao)(gao)(gao)校的(de)(de)核心(xin)競(jing)爭力(li)。部(bu)(bu)(bu)(bu)省合建不能(neng)求全(quan),只有做好(hao)“特(te)(te)”的(de)(de)文章,高(gao)(gao)(gao)(gao)校才能(neng)在大系(xi)(xi)統中(zhong)(zhong)找準自己的(de)(de)位置(zhi)。六(liu)是(shi)(shi)進(jin)(jin)(jin)(jin)一(yi)步“改(gai)”起來。改(gai)沒改(gai),看(kan)機制。深(shen)(shen)化(hua)教(jiao)育(yu)(yu)改(gai)革(ge)是(shi)(shi)中(zhong)(zhong)國教(jiao)育(yu)(yu)服務全(quan)面(mian)振興、走向世界教(jiao)育(yu)(yu)中(zhong)(zhong)心(xin)的(de)(de)關(guan)鍵舉措(cuo)。合建高(gao)(gao)(gao)(gao)校要(yao)(yao)在進(jin)(jin)(jin)(jin)一(yi)步深(shen)(shen)化(hua)教(jiao)育(yu)(yu)改(gai)革(ge)上面(mian)下功夫,特(te)(te)別是(shi)(shi)要(yao)(yao)抓好(hao)內(nei)部(bu)(bu)(bu)(bu)改(gai)革(ge),完(wan)善高(gao)(gao)(gao)(gao)等教(jiao)育(yu)(yu)管理體制,建立健全(quan)學校治(zhi)理體制。

  陳寶生強調(diao),要(yao)堅(jian)持(chi)黨對教(jiao)(jiao)育(yu)(yu)事(shi)業(ye)的全面(mian)(mian)領導(dao),全面(mian)(mian)貫徹黨的教(jiao)(jiao)育(yu)(yu)方(fang)針,堅(jian)持(chi)中國特色社會主(zhu)(zhu)義教(jiao)(jiao)育(yu)(yu)發(fa)展道路,堅(jian)持(chi)社會主(zhu)(zhu)義辦學方(fang)向,把(ba)部省合建(jian)各項工(gong)作落實(shi)好(hao)。要(yao)在(zai)高質量發(fa)展體(ti)制機制,特別(bie)是教(jiao)(jiao)育(yu)(yu)評(ping)價體(ti)系(xi)改革上下硬功夫,做好(hao)方(fang)案設計和新(xin)體(ti)制運行(xing)。要(yao)加強意識形態工(gong)作責任制,堅(jian)持(chi)馬克思主(zhu)(zhu)義在(zai)意識形態領域(yu)指導(dao)地位(wei)的根本制度,并落實(shi)到位(wei)。

  教育部(bu)黨組成員、副(fu)部(bu)長孫堯主持會議。會上,海南(nan)(nan)省(sheng)(sheng)(sheng)(sheng)副(fu)省(sheng)(sheng)(sheng)(sheng)長王路、河南(nan)(nan)省(sheng)(sheng)(sheng)(sheng)副(fu)省(sheng)(sheng)(sheng)(sheng)長霍(huo)金花、西(xi)(xi)藏自(zi)治區副(fu)主席(xi)任維(wei)作(zuo)為(wei)部(bu)省(sheng)(sheng)(sheng)(sheng)合建地方(fang)政府(fu)代表,介紹了各地經驗做法和(he)創(chuang)新(xin)思(si)路;云南(nan)(nan)大(da)學(xue)、貴州大(da)學(xue)、山西(xi)(xi)大(da)學(xue)3所(suo)(suo)部(bu)省(sheng)(sheng)(sheng)(sheng)合建高(gao)校代表,清華大(da)學(xue)、浙江大(da)學(xue)、復旦大(da)學(xue)3所(suo)(suo)對口合作(zuo)高(gao)校代表作(zuo)了交流發言;國家(jia)發展改革委有關司(si)局(ju)負責(ze)人(ren)參加會議并發言。

  中西部14個省區教(jiao)育(yu)(yu)廳和新疆生產建(jian)設兵團教(jiao)育(yu)(yu)局(ju)主要負(fu)責同(tong)志(zhi),14所(suo)部省合建(jian)高(gao)校(xiao)主要負(fu)責同(tong)志(zhi),37所(suo)對(dui)口(kou)合作高(gao)校(xiao)分管負(fu)責同(tong)志(zhi),以及教(jiao)育(yu)(yu)部相關司(si)局(ju)負(fu)責同(tong)志(zhi)參加會議。
