2022年(nian)(nian)是(shi)(shi)新(xin)時代(dai)新(xin)征程中具有特(te)殊重(zhong)(zhong)要(yao)意(yi)義(yi)的(de)(de)(de)一(yi)年(nian)(nian),我們黨(dang)(dang)將(jiang)召開(kai)(kai)二十大(da)(da)。這是(shi)(shi)我們黨(dang)(dang)在進(jin)入(ru)全面建(jian)(jian)設(she)(she)社(she)(she)會(hui)主(zhu)義(yi)現(xian)代(dai)化國家、向(xiang)第二個(ge)(ge)百年(nian)(nian)奮斗目標進(jin)軍新(xin)征程的(de)(de)(de)重(zhong)(zhong)要(yao)時刻召開(kai)(kai)的(de)(de)(de)一(yi)次十分重(zhong)(zhong)要(yao)的(de)(de)(de)代(dai)表大(da)(da)會(hui)。迎(ying)接學(xue)習貫徹黨(dang)(dang)的(de)(de)(de)二十大(da)(da),是(shi)(shi)貫穿今年(nian)(nian)黨(dang)(dang)和(he)國家全局工(gong)作(zuo)的(de)(de)(de)主(zhu)線(xian),教(jiao)(jiao)(jiao)育(yu)工(gong)作(zuo)要(yao)聚焦這條(tiao)主(zhu)線(xian),作(zuo)出實(shi)質性(xing)的(de)(de)(de)貢獻。2022年(nian)(nian)教(jiao)(jiao)(jiao)育(yu)工(gong)作(zuo)的(de)(de)(de)總體要(yao)求是(shi)(shi):以習近平(ping)新(xin)時代(dai)中國特(te)色(se)社(she)(she)會(hui)主(zhu)義(yi)思想為指導,深入(ru)學(xue)習貫徹黨(dang)(dang)的(de)(de)(de)十九(jiu)大(da)(da)和(he)十九(jiu)屆歷次全會(hui)精神(shen),認真貫徹落實(shi)習近平(ping)總書(shu)記(ji)關于教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)重(zhong)(zhong)要(yao)論述(shu),深刻認識“兩個(ge)(ge)確立(li)”的(de)(de)(de)決定性(xing)意(yi)義(yi),增強(qiang)“四個(ge)(ge)意(yi)識”、堅(jian)定“四個(ge)(ge)自信”、做(zuo)到“兩個(ge)(ge)維護(hu)”,弘(hong)揚偉(wei)大(da)(da)建(jian)(jian)黨(dang)(dang)精神(shen),堅(jian)持(chi)(chi)穩(wen)中求進(jin)工(gong)作(zuo)總基調,完(wan)整、準(zhun)確、全面貫徹新(xin)發展理(li)念(nian),服務(wu)構建(jian)(jian)新(xin)發展格局,堅(jian)持(chi)(chi)和(he)加強(qiang)黨(dang)(dang)對教(jiao)(jiao)(jiao)育(yu)工(gong)作(zuo)的(de)(de)(de)全面領導,全面貫徹黨(dang)(dang)的(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)方針,落實(shi)立(li)德樹人根(gen)本(ben)任(ren)務(wu),著力(li)轉變觀念(nian)、守正創新(xin)、攻堅(jian)克難、守住底線(xian),加快教(jiao)(jiao)(jiao)育(yu)高質量發展,推進(jin)教(jiao)(jiao)(jiao)育(yu)現(xian)代(dai)化、建(jian)(jian)設(she)(she)教(jiao)(jiao)(jiao)育(yu)強(qiang)國、辦(ban)好人民滿意(yi)的(de)(de)(de)教(jiao)(jiao)(jiao)育(yu),培養德智體美勞全面發展的(de)(de)(de)社(she)(she)會(hui)主(zhu)義(yi)建(jian)(jian)設(she)(she)者和(he)接班人,以實(shi)際行動迎(ying)接黨(dang)(dang)的(de)(de)(de)二十大(da)(da)勝利召開(kai)(kai)。
一、堅定不移用習近平新時代中國特色社會主義思想鑄魂育人,確保教育領域始終成為堅持黨的領導的堅強陣地

3.維(wei)護教育(yu)系(xi)(xi)統安(an)全穩定。堅持馬克(ke)思主義在意識形(xing)(xing)態領域指導地(di)位,嚴格落(luo)實意識形(xing)(xing)態工作責任制,加(jia)強(qiang)直屬(shu)機(ji)關和高(gao)校意識形(xing)(xing)態陣地(di)管理,指導高(gao)校筑牢(lao)“三(san)微(wei)一端(duan)”等陣地(di)。強(qiang)化(hua)保密宣傳教育(yu)。深化(hua)鞏固校園安(an)全專項(xiang)整頓成(cheng)效。優(you)化(hua)教育(yu)輿情(qing)監測、研判(pan)、報告(gao)、處置等流程機(ji)制。從嚴從緊科(ke)學精準做好(hao)教育(yu)系(xi)(xi)統新冠肺炎疫情(qing)常態化(hua)防控,確保師(shi)生生命健康。
4.堅定不移推(tui)進(jin)全(quan)(quan)面(mian)從嚴(yan)治(zhi)(zhi)黨。聚(ju)焦“兩個(ge)維(wei)護”強(qiang)化(hua)(hua)政治(zhi)(zhi)監督,嚴(yan)明政治(zhi)(zhi)紀律和(he)政治(zhi)(zhi)規(gui)(gui)矩。持之以恒堅持嚴(yan)的(de)主基(ji)調,壓實管(guan)黨治(zhi)(zhi)校政治(zhi)(zhi)責任(ren)。按照(zhao)“當(dang)下改(gai)、長久(jiu)立、系統(tong)治(zhi)(zhi)”要(yao)求,健(jian)全(quan)(quan)中(zhong)央(yang)巡(xun)(xun)視整改(gai)長效(xiao)機(ji)制,持續鞏(gong)固深化(hua)(hua)整改(gai)成(cheng)(cheng)果(guo)。抓好直(zhi)屬機(ji)關(guan)、直(zhi)屬高(gao)校重點領(ling)域(yu)廉政風險防控,嚴(yan)格(ge)(ge)規(gui)(gui)范直(zhi)屬機(ji)關(guan)“三(san)評一(yi)賽”,清(qing)理(li)規(gui)(gui)范直(zhi)屬單位對外合作(zuo),從嚴(yan)管(guan)理(li)面(mian)向中(zhong)小學生的(de)全(quan)(quan)國性競賽活動。強(qiang)化(hua)(hua)內部審(shen)計監督,完(wan)善審(shen)計查(cha)(cha)出問題(ti)整改(gai)長效(xiao)機(ji)制。嚴(yan)格(ge)(ge)監督執(zhi)紀問責,加強(qiang)對違紀違法(fa)案件的(de)查(cha)(cha)處和(he)通報曝光(guang)力度(du),強(qiang)化(hua)(hua)教育警示(shi)作(zuo)用(yong)。完(wan)成(cheng)(cheng)巡(xun)(xun)視全(quan)(quan)覆蓋任(ren)務,推(tui)進(jin)巡(xun)(xun)視巡(xun)(xun)察上下聯動,健(jian)全(quan)(quan)巡(xun)(xun)視整改(gai)促進(jin)機(ji)制。嚴(yan)格(ge)(ge)落實中(zhong)央(yang)八項規(gui)(gui)定及其實施細(xi)則精神,一(yi)嚴(yan)到(dao)底(di)糾治(zhi)(zhi)“四風”,樹立新風,推(tui)動形(xing)成(cheng)(cheng)嚴(yan)的(de)氛圍,優化(hua)(hua)政治(zhi)(zhi)生態和(he)育人環(huan)境。
5.深入(ru)實(shi)(shi)施(shi)(shi)(shi)(shi)“十四(si)五(wu)”教育(yu)(yu)發(fa)展規(gui)(gui)劃。通過編寫(xie)輔導讀本等多種形式(shi)做好宣傳解(jie)讀。召開(kai)(kai)部署(shu)工(gong)作會(hui)議,推動各(ge)(ge)地將規(gui)(gui)劃落實(shi)(shi)到本地區(qu)教育(yu)(yu)各(ge)(ge)領域、各(ge)(ge)層面(mian)、各(ge)(ge)環節(jie)。制(zhi)定(ding)實(shi)(shi)施(shi)(shi)(shi)(shi)分工(gong)方案,強(qiang)化年(nian)度工(gong)作計劃和規(gui)(gui)劃有效銜接。聚焦關鍵領域薄弱環節(jie),深入(ru)實(shi)(shi)施(shi)(shi)(shi)(shi)教育(yu)(yu)強(qiang)國推進(jin)工(gong)程(cheng),發(fa)揮中央預算內(nei)投資導向作用,改善各(ge)(ge)級各(ge)(ge)類(lei)學(xue)校辦學(xue)條件(jian)。建(jian)立“十四(si)五(wu)”規(gui)(gui)劃綱要教育(yu)(yu)領域工(gong)程(cheng)項(xiang)(xiang)目臺賬,逐(zhu)項(xiang)(xiang)細化時間表、路線圖,定(ding)期跟蹤調(diao)度。開(kai)(kai)展規(gui)(gui)劃實(shi)(shi)施(shi)(shi)(shi)(shi)年(nian)度監測評(ping)估。印發(fa)實(shi)(shi)施(shi)(shi)(shi)(shi)《關于構建(jian)教育(yu)(yu)高質量發(fa)展體系的指導意見》。重視教育(yu)(yu)科學(xue)研究,加強(qiang)戰(zhan)略思考(kao)和系統(tong)謀劃,開(kai)(kai)展有組織的重大教育(yu)(yu)科研。
6.落(luo)實(shi)教(jiao)(jiao)(jiao)育(yu)(yu)優先發展戰(zhan)略地位。堅持國家(jia)財(cai)政性教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)費(fei)(fei)占國內生(sheng)產總(zong)值(GDP)比例“不(bu)(bu)(bu)低(di)于4%”,保(bao)(bao)(bao)證財(cai)政教(jiao)(jiao)(jiao)育(yu)(yu)支(zhi)(zhi)出(chu)強(qiang)度,加快(kuai)支(zhi)(zhi)出(chu)進(jin)(jin)度,確保(bao)(bao)(bao)“兩個只增不(bu)(bu)(bu)減”。加強(qiang)義務教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)師(shi)工(gong)資(zi)(zi)(zi)(zi)收(shou)入保(bao)(bao)(bao)障(zhang),確保(bao)(bao)(bao)義務教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)師(shi)平(ping)均(jun)工(gong)資(zi)(zi)(zi)(zi)收(shou)入水(shui)平(ping)不(bu)(bu)(bu)低(di)于當地公務員平(ping)均(jun)工(gong)資(zi)(zi)(zi)(zi)收(shou)入水(shui)平(ping)。堅持優化(hua)增效、補(bu)短揚長,新增教(jiao)(jiao)(jiao)育(yu)(yu)投(tou)入更多用(yong)(yong)于薄弱(ruo)環節,新增教(jiao)(jiao)(jiao)育(yu)(yu)支(zhi)(zhi)出(chu)更多用(yong)(yong)于提(ti)高教(jiao)(jiao)(jiao)師(shi)待遇。完(wan)善(shan)(shan)普惠性學前教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)費(fei)(fei)保(bao)(bao)(bao)障(zhang)機制,出(chu)臺國家(jia)層面(mian)學前教(jiao)(jiao)(jiao)育(yu)(yu)生(sheng)均(jun)公用(yong)(yong)經(jing)費(fei)(fei)標準(zhun)(zhun),推動地方提(ti)高并落(luo)實(shi)公辦(ban)(ban)園(yuan)生(sheng)均(jun)財(cai)政撥(bo)款標準(zhun)(zhun)或生(sheng)均(jun)公用(yong)(yong)經(jing)費(fei)(fei)標準(zhun)(zhun)、普惠性民(min)辦(ban)(ban)園(yuan)生(sheng)均(jun)補(bu)助(zhu)標準(zhun)(zhun),提(ti)高幼兒園(yuan)教(jiao)(jiao)(jiao)師(shi)工(gong)資(zi)(zi)(zi)(zi)收(shou)入水(shui)平(ping)。指(zhi)導(dao)各(ge)(ge)省(區、市(shi))適時調整非義務教(jiao)(jiao)(jiao)育(yu)(yu)階(jie)段學費(fei)(fei)(保(bao)(bao)(bao)教(jiao)(jiao)(jiao)費(fei)(fei))、住宿費(fei)(fei)標準(zhun)(zhun)。推動各(ge)(ge)地嚴格(ge)落(luo)實(shi)普通高中(zhong)生(sheng)均(jun)公用(yong)(yong)經(jing)費(fei)(fei)標準(zhun)(zhun),探索職業教(jiao)(jiao)(jiao)育(yu)(yu)按專業大類差異化(hua)生(sheng)均(jun)撥(bo)款制度。完(wan)善(shan)(shan)教(jiao)(jiao)(jiao)育(yu)(yu)經(jing)費(fei)(fei)統計體系,加強(qiang)財(cai)政教(jiao)(jiao)(jiao)育(yu)(yu)投(tou)入和(he)預算支(zhi)(zhi)出(chu)進(jin)(jin)度監(jian)測(ce)監(jian)督。完(wan)善(shan)(shan)教(jiao)(jiao)(jiao)育(yu)(yu)行業國有(you)(you)資(zi)(zi)(zi)(zi)產管(guan)理制度,提(ti)高資(zi)(zi)(zi)(zi)產使用(yong)(yong)效益。全面(mian)加強(qiang)校辦(ban)(ban)企業國有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)管(guan)。加強(qiang)精準(zhun)(zhun)資(zi)(zi)(zi)(zi)助(zhu),推進(jin)(jin)資(zi)(zi)(zi)(zi)助(zhu)育(yu)(yu)人,全面(mian)落(luo)實(shi)各(ge)(ge)項學生(sheng)資(zi)(zi)(zi)(zi)助(zhu)政策。落(luo)實(shi)過緊日子的要求,嚴肅財(cai)經(jing)紀(ji)律。
7.建(jian)設高素質專(zhuan)業化干(gan)部(bu)(bu)(bu)隊(dui)伍。強(qiang)化教育(yu)培(pei)訓(xun)和(he)實(shi)踐鍛(duan)煉(lian),提高直屬系統(tong)干(gan)部(bu)(bu)(bu)政治能力和(he)專(zhuan)業素養。堅持新時代(dai)好(hao)干(gan)部(bu)(bu)(bu)標(biao)準,以正職和(he)優秀年輕干(gan)部(bu)(bu)(bu)為重點,把政治標(biao)準放在首位,選優配(pei)強(qiang)直屬系統(tong)領導班子。加大統(tong)籌力度(du),積極(ji)推進(jin)干(gan)部(bu)(bu)(bu)交流,優化干(gan)部(bu)(bu)(bu)成長路徑(jing)。做實(shi)做細管(guan)理(li)監督,完善考(kao)核評價機制,強(qiang)化關(guan)心關(guan)愛,激勵干(gan)部(bu)(bu)(bu)擔當作為。落實(shi)深(shen)化事業單位改革(ge)試(shi)點任(ren)務。深(shen)入推進(jin)直屬高校(xiao)人(ren)事制度(du)改革(ge)。
二、加快完善德智體美勞全面培養的育人體系,促進學生健康成長全面發展

六、把教師作為教育發展的第一資源,打造高素質專業化創新型教師隊伍

34.全面夯實(shi)(shi)教(jiao)(jiao)(jiao)師發展之基。實(shi)(shi)施新(xin)時代基礎教(jiao)(jiao)(jiao)育(yu)(yu)強(qiang)師計(ji)劃(hua),重點建設(she)一批(pi)國(guo)家師范教(jiao)(jiao)(jiao)育(yu)(yu)基地、國(guo)家教(jiao)(jiao)(jiao)師隊伍建設(she)改革實(shi)(shi)驗區(qu)(qu),實(shi)(shi)施師范教(jiao)(jiao)(jiao)育(yu)(yu)協同(tong)提質計(ji)劃(hua)。實(shi)(shi)施中(zhong)西部欠發達地區(qu)(qu)優秀教(jiao)(jiao)(jiao)師定向培(pei)(pei)養(yang)(yang)計(ji)劃(hua)。優化(hua)部屬(shu)師范大(da)學(xue)師范生公(gong)費教(jiao)(jiao)(jiao)育(yu)(yu)政策。實(shi)(shi)施中(zhong)小學(xue)教(jiao)(jiao)(jiao)師發展協同(tong)提質計(ji)劃(hua)。統籌(chou)師范生培(pei)(pei)養(yang)(yang)和(he)教(jiao)(jiao)(jiao)師在職培(pei)(pei)訓(xun)內容,加強(qiang)對課程教(jiao)(jiao)(jiao)材方(fang)面的培(pei)(pei)養(yang)(yang)和(he)培(pei)(pei)訓(xun)力度。加快完善職業教(jiao)(jiao)(jiao)育(yu)(yu)教(jiao)(jiao)(jiao)師培(pei)(pei)養(yang)(yang)培(pei)(pei)訓(xun)體系(xi),實(shi)(shi)施職業院(yuan)校教(jiao)(jiao)(jiao)師素(su)質提高(gao)計(ji)劃(hua),設(she)立(li)國(guo)家級示范培(pei)(pei)訓(xun)項目。鼓勵高(gao)水平綜合性大(da)學(xue)舉辦教(jiao)(jiao)(jiao)師教(jiao)(jiao)(jiao)育(yu)(yu)。
35.完善教(jiao)(jiao)師(shi)(shi)管理與待遇保(bao)(bao)障(zhang)。完善中(zhong)(zhong)小(xiao)學(xue)教(jiao)(jiao)師(shi)(shi)資格(ge)考試政策。推(tui)動各地加強(qiang)中(zhong)(zhong)小(xiao)學(xue)教(jiao)(jiao)職工編(bian)制(zhi)保(bao)(bao)障(zhang)。研究完善中(zhong)(zhong)小(xiao)學(xue)崗(gang)(gang)位設置管理辦法(fa),提(ti)高(gao)(gao)(gao)中(zhong)(zhong)小(xiao)學(xue)中(zhong)(zhong)級(ji)、高(gao)(gao)(gao)級(ji)崗(gang)(gang)位結構比例。加強(qiang)工資待遇保(bao)(bao)障(zhang),提(ti)高(gao)(gao)(gao)教(jiao)(jiao)齡(ling)津貼標(biao)準,落實好鄉(xiang)村教(jiao)(jiao)師(shi)(shi)生活補助政策,逐步提(ti)高(gao)(gao)(gao)鄉(xiang)村教(jiao)(jiao)師(shi)(shi)待遇,支持艱苦邊(bian)遠地區改善鄉(xiang)村教(jiao)(jiao)師(shi)(shi)周轉(zhuan)宿(su)舍。深化義務教(jiao)(jiao)育教(jiao)(jiao)師(shi)(shi)“縣管校(xiao)聘”管理改革,有序推(tui)進(jin)教(jiao)(jiao)師(shi)(shi)交流輪崗(gang)(gang)。推(tui)進(jin)中(zhong)(zhong)小(xiao)學(xue)教(jiao)(jiao)師(shi)(shi)減(jian)負(fu)工作,嚴控進(jin)校(xiao)園事(shi)項,督促各地落實已經出(chu)臺的(de)中(zhong)(zhong)小(xiao)學(xue)教(jiao)(jiao)師(shi)(shi)減(jian)負(fu)清單(dan)。繼續實施“鄉(xiang)村優秀青年(nian)教(jiao)(jiao)師(shi)(shi)培養獎勵計劃”。開(kai)展2022年(nian)國家級(ji)教(jiao)(jiao)學(xue)成果獎評審。
