新華(hua)社北京(jing)6月(yue)13日(ri)電(dian) 近(jin)日(ri),中共中央(yang)辦(ban)公廳、國務(wu)院辦(ban)公廳印發(fa)了《關于構(gou)建優質均衡的基本公共教育服(fu)務(wu)體系(xi)的意見(jian)》,并(bing)發(fa)出通(tong)知,要求(qiu)各地(di)區各部門結合實際認真(zhen)貫徹落實。

為深(shen)入貫徹落實黨的二十大(da)精神,加快推進國(guo)家基本公(gong)共服(fu)務(wu)均等(deng)化,構建優質均衡的基本公(gong)共教育服(fu)務(wu)體系,現提出如(ru)下意見。
一、總體要求
以(yi)習近平新時代中國(guo)特色(se)社會主義(yi)思想(xiang)為指導,全(quan)面貫徹黨的教(jiao)(jiao)育(yu)方針,堅持(chi)以(yi)人(ren)民為中心,服務國(guo)家戰略需(xu)要(yao),聚焦人(ren)民群眾所(suo)急所(suo)需(xu)所(suo)盼,以(yi)公(gong)益普惠和優質均衡為基本方向(xiang),全(quan)面提高基本公(gong)共教(jiao)(jiao)育(yu)服務水(shui)平,加快建設教(jiao)(jiao)育(yu)強國(guo),辦(ban)好人(ren)民滿意的教(jiao)(jiao)育(yu)。
堅持(chi)(chi)(chi)優先保障,在經(jing)濟社會發展(zhan)規劃、財政(zheng)資(zi)(zi)金投(tou)入(ru)、公共(gong)資(zi)(zi)源(yuan)配置等(deng)方(fang)面優先保障基本公共(gong)教(jiao)育服務。堅持(chi)(chi)(chi)政(zheng)府(fu)主責,盡力(li)而為(wei)、量力(li)而行(xing)、循(xun)序漸(jian)進、動態調整,不斷加(jia)大財政(zheng)投(tou)入(ru)力(li)度。堅持(chi)(chi)(chi)補齊短板,繼續(xu)改(gai)善(shan)辦學條件,更(geng)加(jia)注重內涵發展(zhan),推進基本公共(gong)教(jiao)育服務覆蓋全民、優質均(jun)衡。堅持(chi)(chi)(chi)改(gai)革(ge)創新,持(chi)(chi)(chi)續(xu)深化綜合改(gai)革(ge),破(po)解體制(zhi)機制(zhi)障礙(ai),優化資(zi)(zi)源(yuan)配置方(fang)式,強(qiang)(qiang)化教(jiao)師關鍵作(zuo)用,加(jia)強(qiang)(qiang)基本公共(gong)教(jiao)育服務標(biao)準(zhun)化、專業化、法(fa)治化建設。
到(dao)2027年,優(you)質均衡的基(ji)本公共教(jiao)育服務(wu)體系初步建立,供(gong)給(gei)總量進一步擴大(da),供(gong)給(gei)結構進一步優(you)化(hua),均等化(hua)水(shui)平明顯(xian)(xian)提高。到(dao)2035年,義務(wu)教(jiao)育學校辦學條(tiao)件、師資隊伍、經費投入(ru)、治理體系適應教(jiao)育強(qiang)國需要,市(地、州(zhou)、盟)域(yu)義務(wu)教(jiao)育均衡發展水(shui)平顯(xian)(xian)著提升(sheng),絕(jue)大(da)多數縣(市、區、旗(qi))域(yu)義務(wu)教(jiao)育實現(xian)優(you)質均衡,適齡學生享有公平優(you)質的基(ji)本公共教(jiao)育服務(wu),總體水(shui)平步入(ru)世界前列。
二(er)、全面保障義(yi)務(wu)教(jiao)育(yu)優質均衡發(fa)展
1.促(cu)進(jin)(jin)(jin)(jin)區(qu)(qu)(qu)域(yu)協調發(fa)展。以(yi)推(tui)(tui)進(jin)(jin)(jin)(jin)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)(jian)(jian)設(she)(she)標準(zhun)(zhun)(zhun)化為(wei)重(zhong)點,加快縮(suo)小區(qu)(qu)(qu)域(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)差距。繼續加大(da)對中(zhong)(zhong)(zhong)西(xi)部(bu)困難(nan)地(di)區(qu)(qu)(qu)支(zhi)持(chi)力(li)(li)(li)度,省級政(zheng)府(fu)要(yao)(yao)聚(ju)焦促(cu)進(jin)(jin)(jin)(jin)省域(yu)內不同(tong)(tong)地(di)市(shi)、縣(xian)區(qu)(qu)(qu)之間縮(suo)小辦(ban)學(xue)(xue)(xue)(xue)條(tiao)件和(he)水平差距,市(shi)級政(zheng)府(fu)要(yao)(yao)充分發(fa)揮區(qu)(qu)(qu)域(yu)經濟(ji)中(zhong)(zhong)(zhong)心(xin)作(zuo)用,資源配(pei)置重(zhong)點向經濟(ji)欠發(fa)達(da)縣(xian)區(qu)(qu)(qu)傾(qing)斜(xie);國(guo)(guo)家(jia)(jia)和(he)省級層面(mian)建(jian)(jian)(jian)立(li)經濟(ji)欠發(fa)達(da)縣(xian)區(qu)(qu)(qu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)(xue)(xue)條(tiao)件跟(gen)蹤(zong)評估(gu)和(he)定(ding)期調度機制,督(du)促(cu)地(di)方政(zheng)府(fu)加強(qiang)工(gong)作(zuo)統籌,切(qie)實(shi)(shi)(shi)(shi)兜住辦(ban)學(xue)(xue)(xue)(xue)條(tiao)件底線(xian)。實(shi)(shi)(shi)(shi)施義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)標準(zhun)(zhun)(zhun)化建(jian)(jian)(jian)設(she)(she)工(gong)程(cheng),完善(shan)(shan)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)辦(ban)學(xue)(xue)(xue)(xue)具體(ti)標準(zhun)(zhun)(zhun),建(jian)(jian)(jian)立(li)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)標準(zhun)(zhun)(zhun)化建(jian)(jian)(jian)設(she)(she)臺賬,加大(da)力(li)(li)(li)度并統籌實(shi)(shi)(shi)(shi)施義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)薄弱環(huan)節改(gai)善(shan)(shan)與能力(li)(li)(li)提升(sheng)、教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)強(qiang)國(guo)(guo)推(tui)(tui)進(jin)(jin)(jin)(jin)工(gong)程(cheng)等(deng)項目,推(tui)(tui)動(dong)義(yi)務(wu)(wu)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)舍建(jian)(jian)(jian)設(she)(she)、安全防范建(jian)(jian)(jian)設(she)(she)、教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)儀器裝備(bei)、數字(zi)化基(ji)礎環(huan)境、學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)班額、教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)配(pei)備(bei)等(deng)辦(ban)學(xue)(xue)(xue)(xue)條(tiao)件達(da)到(dao)規定(ding)標準(zhun)(zhun)(zhun),切(qie)實(shi)(shi)(shi)(shi)改(gai)善(shan)(shan)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)教(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)生活和(he)安全保障條(tiao)件,加強(qiang)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)園文(wen)化環(huan)境建(jian)(jian)(jian)設(she)(she)。各(ge)地(di)區(qu)(qu)(qu)在推(tui)(tui)進(jin)(jin)(jin)(jin)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)建(jian)(jian)(jian)設(she)(she)標準(zhun)(zhun)(zhun)化的同(tong)(tong)時,可(ke)結合實(shi)(shi)(shi)(shi)際支(zhi)持(chi)學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)適當擴大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)室學(xue)(xue)(xue)(xue)習活動(dong)空間和(he)體(ti)育(yu)運動(dong)場地(di),為(wei)非寄(ji)宿制學(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)提供(gong)學(xue)(xue)(xue)(xue)生就(jiu)餐和(he)午休條(tiao)件。大(da)力(li)(li)(li)推(tui)(tui)進(jin)(jin)(jin)(jin)國(guo)(guo)家(jia)(jia)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)數字(zi)化戰略行動(dong),促(cu)進(jin)(jin)(jin)(jin)校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)園有線(xian)、無線(xian)、物聯網(wang)(wang)三網(wang)(wang)融合,建(jian)(jian)(jian)設(she)(she)高速校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)園網(wang)(wang)絡,實(shi)(shi)(shi)(shi)現班班通。落(luo)實(shi)(shi)(shi)(shi)中(zhong)(zhong)(zhong)央關(guan)(guan)于(yu)中(zhong)(zhong)(zhong)小學(xue)(xue)(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)職工(gong)編制標準(zhun)(zhun)(zhun)和(he)統籌管理相(xiang)關(guan)(guan)規定(ding),確保以(yi)縣(xian)為(wei)單位(wei)實(shi)(shi)(shi)(shi)現中(zhong)(zhong)(zhong)小學(xue)(xue)(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)職工(gong)編制全面(mian)達(da)到(dao)國(guo)(guo)家(jia)(jia)基(ji)本標準(zhun)(zhun)(zhun),依(yi)據國(guo)(guo)家(jia)(jia)課(ke)程(cheng)方案配(pei)齊配(pei)足教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi),特別是加強(qiang)思政(zheng)課(ke)、體(ti)育(yu)、美育(yu)、勞動(dong)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)和(he)心(xin)理健康(kang)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)、特殊教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)配(pei)備(bei)。各(ge)地(di)區(qu)(qu)(qu)制定(ding)并實(shi)(shi)(shi)(shi)施教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)發(fa)展提升(sheng)規劃,大(da)力(li)(li)(li)培養造就(jiu)高素質專業化教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)隊伍,顯(xian)著(zhu)擴大(da)優(you)秀骨干教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)總量;發(fa)達(da)地(di)區(qu)(qu)(qu)不得從中(zhong)(zhong)(zhong)西(xi)部(bu)地(di)區(qu)(qu)(qu)、東北(bei)地(di)區(qu)(qu)(qu)搶挖優(you)秀校(xiao)(xiao)(xiao)(xiao)(xiao)(xiao)長和(he)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)。

8.提(ti)升學(xue)(xue)(xue)生資助精準(zhun)化(hua)水(shui)(shui)平(ping)。依托政務數據(ju)共(gong)享(xiang)交(jiao)換(huan)平(ping)臺,加(jia)(jia)強教育與(yu)民政、農(nong)業農(nong)村、殘聯(lian)等部門(men)間(jian)數據(ju)共(gong)享(xiang)交(jiao)換(huan),完善家庭(ting)經(jing)濟(ji)困難(nan)(nan)學(xue)(xue)(xue)生認(ren)定(ding)依據(ju)和(he)(he)工作程序(xu),提(ti)高家庭(ting)經(jing)濟(ji)困難(nan)(nan)學(xue)(xue)(xue)生認(ren)定(ding)精準(zhun)度和(he)(he)異(yi)地(di)申請的(de)便利性(xing),不斷完善資助資金發放機制,全面落實家庭(ting)經(jing)濟(ji)困難(nan)(nan)學(xue)(xue)(xue)生資助政策,切實做到應助盡助。推動各地(di)區根據(ju)所轄地(di)區經(jing)濟(ji)發展(zhan)(zhan)水(shui)(shui)平(ping)、財政狀(zhuang)況及家庭(ting)經(jing)濟(ji)困難(nan)(nan)學(xue)(xue)(xue)生分布狀(zhuang)況,差別化(hua)確定(ding)資助比例和(he)(he)標準(zhun)。進一步鞏(gong)固(gu)拓展(zhan)(zhan)脫貧(pin)攻堅(jian)成果,保持(chi)學(xue)(xue)(xue)生資助政策總體穩定(ding)、有(you)效銜接,對(dui)(dui)防止返貧(pin)動態監(jian)測對(dui)(dui)象子女給(gei)予重(zhong)點關注。加(jia)(jia)強學(xue)(xue)(xue)生資助政策宣傳,確保資助信(xin)息公開透明。

10.豐富公(gong)共(gong)(gong)(gong)文化體育(yu)服務。充(chong)分發揮公(gong)共(gong)(gong)(gong)文化體育(yu)和(he)科(ke)(ke)(ke)普資源重要育(yu)人作用(yong),落實博物館(guan)、紀念館(guan)、公(gong)共(gong)(gong)(gong)圖書館(guan)、美術館(guan)、文化館(guan)(站)按規定向學(xue)生(sheng)免費開放(fang)政策,有條件的公(gong)共(gong)(gong)(gong)體育(yu)設(she)施、科(ke)(ke)(ke)技館(guan)和(he)各類科(ke)(ke)(ke)普教(jiao)育(yu)基地免費或低收費向學(xue)生(sheng)開放(fang)。國家法(fa)定節(jie)假日和(he)學(xue)校(xiao)寒暑假期間(jian)適當延長開放(fang)時間(jian),并增設(she)適合學(xue)生(sheng)特點(dian)的文化體育(yu)和(he)科(ke)(ke)(ke)普活動。創新開展優秀(xiu)影片進校(xiao)園(yuan)活動,保(bao)障(zhang)每(mei)名中小學(xue)生(sheng)每(mei)學(xue)期至少(shao)觀看2次優秀(xiu)影片。
11.做好畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)就業(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)服(fu)務。加強學校畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)職(zhi)(zhi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)涯教育(yu)和(he)就業(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)指導,建設高(gao)(gao)質量就業(ye)(ye)(ye)(ye)服(fu)務平(ping)臺,提供(gong)就業(ye)(ye)(ye)(ye)創業(ye)(ye)(ye)(ye)和(he)勞動用(yong)工政策法規咨詢,發布人(ren)力資(zi)源(yuan)供(gong)求(qiu)、市(shi)場工資(zi)價(jia)位、見(jian)習崗位等就業(ye)(ye)(ye)(ye)信息,為有需(xu)求(qiu)的應(ying)屆畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)提供(gong)實習實踐和(he)就業(ye)(ye)(ye)(ye)幫(bang)扶等服(fu)務,開展畢(bi)業(ye)(ye)(ye)(ye)去向登記。對未就業(ye)(ye)(ye)(ye)的高(gao)(gao)校畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)和(he)中專畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)、自費(fei)出國(境)留(liu)學的高(gao)(gao)校畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)和(he)因私出國(境)人(ren)員提供(gong)流動人(ren)員人(ren)事檔案(an)管理(li)服(fu)務。對參加職(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)培(pei)訓并符合條件的畢(bi)業(ye)(ye)(ye)(ye)生(sheng)(sheng)給予(yu)職(zhi)(zhi)業(ye)(ye)(ye)(ye)培(pei)訓補(bu)(bu)貼(tie)、職(zhi)(zhi)業(ye)(ye)(ye)(ye)技能(neng)鑒定補(bu)(bu)貼(tie)和(he)生(sheng)(sheng)活費(fei)補(bu)(bu)貼(tie)。
五、認真做(zuo)好組織實施
加(jia)強黨的全(quan)面領導,各(ge)級黨委和(he)(he)政(zheng)(zheng)府要把構建(jian)優質(zhi)均衡(heng)的基本公(gong)(gong)共教(jiao)(jiao)育(yu)服(fu)務(wu)(wu)體系作為實(shi)現(xian)共同富(fu)裕(yu)的一項(xiang)重大(da)民生工(gong)程(cheng),列(lie)入黨委和(he)(he)政(zheng)(zheng)府重要議事(shi)日程(cheng)。強化省級統(tong)(tong)籌(chou)(chou),充分(fen)發揮(hui)市(shi)級政(zheng)(zheng)府作用,落實(shi)以(yi)縣(xian)為主(zhu)的管理責任,制定工(gong)作實(shi)施方(fang)(fang)案(an),建(jian)立部門協同機(ji)制,壓(ya)實(shi)部門責任,形成工(gong)作合力(li),確保(bao)(bao)各(ge)項(xiang)政(zheng)(zheng)策措施落到實(shi)處。深化基礎教(jiao)(jiao)育(yu)綜合改革實(shi)驗(yan)區(qu)建(jian)設,強化區(qu)域統(tong)(tong)籌(chou)(chou)和(he)(he)改革攻堅。同時,進一步(bu)加(jia)大(da)對普惠性(xing)非基本公(gong)(gong)共教(jiao)(jiao)育(yu)服(fu)務(wu)(wu)支持(chi)力(li)度,完善普惠性(xing)學前教(jiao)(jiao)育(yu)保(bao)(bao)障機(ji)制,提(ti)高縣(xian)域普通高中(zhong)辦學水平(ping),整體提(ti)升公(gong)(gong)共教(jiao)(jiao)育(yu)服(fu)務(wu)(wu)能(neng)(neng)力(li)。采取財政(zheng)(zheng)補貼、服(fu)務(wu)(wu)性(xing)收費(fei)(fei)或代收費(fei)(fei)等(deng)方(fang)(fang)式籌(chou)(chou)措義務(wu)(wu)教(jiao)(jiao)育(yu)課后服(fu)務(wu)(wu)經(jing)費(fei)(fei),豐富(fu)優質(zhi)課后服(fu)務(wu)(wu)資源(yuan),強化課后育(yu)人(ren)功(gong)能(neng)(neng)。各(ge)地區(qu)各(ge)部門要加(jia)大(da)政(zheng)(zheng)策宣(xuan)傳解讀力(li)度,及時總(zong)結、廣泛宣(xuan)傳典型經(jing)驗(yan)和(he)(he)實(shi)施成效,形成全(quan)社會(hui)關(guan)心支持(chi)教(jiao)(jiao)育(yu)的良好氛圍。
