  教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)是國之大(da)計、黨之大(da)計。近(jin)年來,在習近(jin)平新時代(dai)中國特(te)色社會主義(yi)思想的(de)指導下,全國教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)系統深入貫徹(che)“九個堅持”,教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)公平邁出(chu)重大(da)步伐(fa),教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)質量顯(xian)著提高,教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)現代(dai)化加(jia)速推(tui)進,教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)國際影響力(li)顯(xian)著提升。教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)大(da)計,教(jiao)(jiao)(jiao)(jiao)(jiao)師為(wei)本。我國教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)取得今天的(de)歷史性成就,離(li)不開(kai)廣大(da)教(jiao)(jiao)(jiao)(jiao)(jiao)師的(de)默默奉獻。經過(guo)多年的(de)積累(lei),我國教(jiao)(jiao)(jiao)(jiao)(jiao)師隊伍建設取得了明顯(xian)成效,為(wei)新時代(dai)高質量發展(zhan)創(chuang)造了良好條件(jian)。

  教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)基(ji)礎地(di)位更加堅(jian)(jian)實。地(di)位是發(fa)展(zhan)的(de)(de)(de)根基(ji)。習(xi)近平總書記(ji)把(ba)新(xin)(xin)時代(dai)中(zhong)國特色社會主義(yi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)理論概括為“九個(ge)堅(jian)(jian)持”,提(ti)出(chu)堅(jian)(jian)持把(ba)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)(jian)設(she)作為基(ji)礎工作,總書記(ji)全(quan)國教(jiao)(jiao)(jiao)育(yu)(yu)(yu)大會重(zhong)要(yao)(yao)講話中(zhong),教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)(jian)設(she)是其中(zhong)重(zhong)要(yao)(yao)一(yi)部(bu)(bu)分,可(ke)見其分量之(zhi)重(zhong)、要(yao)(yao)求(qiu)之(zhi)高。2018年(nian)1月(yue)(yue),新(xin)(xin)中(zhong)國成立(li)以來第一(yi)次由黨中(zhong)央專門(men)印發(fa)關(guan)于教(jiao)(jiao)(jiao)師(shi)(shi)(shi)工作的(de)(de)(de)文(wen)件,即《中(zhong)共中(zhong)央 國務院關(guan)于全(quan)面深化新(xin)(xin)時代(dai)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)(jian)設(she)改革的(de)(de)(de)意見》,明(ming)確(que)提(ti)出(chu)把(ba)教(jiao)(jiao)(jiao)師(shi)(shi)(shi)工作置于教(jiao)(jiao)(jiao)育(yu)(yu)(yu)事業發(fa)展(zhan)重(zhong)點支持的(de)(de)(de)戰略領域,優先(xian)謀劃教(jiao)(jiao)(jiao)師(shi)(shi)(shi)工作,優先(xian)保障教(jiao)(jiao)(jiao)師(shi)(shi)(shi)工作投入(ru),優先(xian)滿足教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)(jian)設(she)需要(yao)(yao),提(ti)出(chu)了系列提(ti)升教(jiao)(jiao)(jiao)師(shi)(shi)(shi)地(di)位的(de)(de)(de)政策。2018年(nian)3月(yue)(yue),教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)(bu)等五部(bu)(bu)門(men)印發(fa)《教(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)振興行(xing)動計劃(2018-2022年(nian))》,部(bu)(bu)署實施教(jiao)(jiao)(jiao)師(shi)(shi)(shi)教(jiao)(jiao)(jiao)育(yu)(yu)(yu)的(de)(de)(de)五項重(zhong)點任(ren)務和十大行(xing)動。2020年(nian)8月(yue)(yue),教(jiao)(jiao)(jiao)育(yu)(yu)(yu)部(bu)(bu)等六部(bu)(bu)門(men)聯(lian)合印發(fa)《關(guan)于加強新(xin)(xin)時代(dai)鄉村教(jiao)(jiao)(jiao)師(shi)(shi)(shi)隊(dui)(dui)伍(wu)建(jian)(jian)(jian)設(she)的(de)(de)(de)意見》,聚焦短板弱(ruo)項,提(ti)出(chu)創新(xin)(xin)舉措,推(tui)動鄉村教(jiao)(jiao)(jiao)師(shi)(shi)(shi)可(ke)持續發(fa)展(zhan)。

  教(jiao)師(shi)隊伍(wu)履行(xing)使命更顯(xian)擔當。長期以來(lai),廣大(da)教(jiao)師(shi)貫徹黨的(de)教(jiao)育(yu)(yu)方(fang)針(zhen),堅(jian)持(chi)教(jiao)育(yu)(yu)報(bao)國(guo),為(wei)(wei)黨育(yu)(yu)人、為(wei)(wei)國(guo)育(yu)(yu)才,以德(de)施教(jiao)、立(li)德(de)樹人,默默耕(geng)耘、無私奉獻,培養了一代又(you)一代社會主(zhu)義建設者和接班(ban)人。近年來(lai),涌現出于漪(yi)、高(gao)(gao)銘(ming)暄、衛興(xing)華等(deng)“人民教(jiao)育(yu)(yu)家”,李保(bao)國(guo)、黃大(da)年等(deng)一批優(you)秀教(jiao)師(shi)典型(xing),以及“時(shi)代楷模”鐘揚(yang)、曲建武、張(zhang)玉滾(gun)、陳(chen)立(li)群(qun)、盧永根等(deng)杰出代表(biao)。新冠肺炎(yan)疫情暴發以來(lai),14000多名(ming)高(gao)(gao)校附屬醫(yi)院醫(yi)護人員馳援湖北、武漢抗擊疫情,成為(wei)(wei)“最(zui)美逆行(xing)者”。

  教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)伍制(zhi)(zhi)度(du)(du)(du)舉措更加(jia)完(wan)(wan)善(shan)。堅持(chi)(chi)黨(dang)對教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)事業(ye)的(de)全面(mian)領(ling)導,圍(wei)繞重(zhong)師(shi)(shi)(shi)(shi)(shi)德、興師(shi)(shi)(shi)(shi)(shi)范(fan)、強(qiang)(qiang)素質、優結構、提待遇(yu)等(deng)關鍵環節建(jian)章立制(zhi)(zhi),有(you)力(li)(li)(li)強(qiang)(qiang)化了教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)隊(dui)伍建(jian)設的(de)制(zhi)(zhi)度(du)(du)(du)供給。堅持(chi)(chi)師(shi)(shi)(shi)(shi)(shi)德為(wei)(wei)先。印(yin)發加(jia)強(qiang)(qiang)和改(gai)(gai)進(jin)(jin)新時代(dai)師(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)風建(jian)設的(de)意(yi)(yi)見,出臺新時代(dai)高(gao)校、中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)、幼兒(er)園教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)職業(ye)行(xing)(xing)為(wei)(wei)十(shi)項(xiang)準(zhun)(zhun)則等(deng)系列(lie)文件(jian),劃(hua)(hua)(hua)出師(shi)(shi)(shi)(shi)(shi)德師(shi)(shi)(shi)(shi)(shi)風紅(hong)線,加(jia)大師(shi)(shi)(shi)(shi)(shi)德違規行(xing)(xing)為(wei)(wei)查處和公(gong)開通報力(li)(li)(li)度(du)(du)(du)。堅持(chi)(chi)能力(li)(li)(li)為(wei)(wei)重(zhong)。啟動教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)振(zhen)興行(xing)(xing)動計(ji)劃(hua)(hua)(hua)。完(wan)(wan)善(shan)公(gong)費師(shi)(shi)(shi)(shi)(shi)范(fan)生(sheng)政策,提高(gao)師(shi)(shi)(shi)(shi)(shi)范(fan)生(sheng)生(sheng)均(jun)撥款,建(jian)立師(shi)(shi)(shi)(shi)(shi)范(fan)類(lei)專(zhuan)業(ye)認證制(zhi)(zhi)度(du)(du)(du),對師(shi)(shi)(shi)(shi)(shi)范(fan)生(sheng)教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)政策予以改(gai)(gai)進(jin)(jin)和完(wan)(wan)善(shan)。“國(guo)培計(ji)劃(hua)(hua)(hua)”實(shi)(shi)(shi)施(shi)(shi)(shi)10年來,中(zhong)央(yang)財政投入(ru)超過170億元,培訓教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)超過1600萬人次(ci),全面(mian)提升了教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)的(de)素質能力(li)(li)(li)。堅持(chi)(chi)管理為(wei)(wei)要(yao)。首次(ci)出臺中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)校領(ling)導人員(yuan)管理辦法,完(wan)(wan)善(shan)選(xuan)(xuan)拔(ba)任(ren)用和管理監督(du)機制(zhi)(zhi)。全面(mian)實(shi)(shi)(shi)施(shi)(shi)(shi)國(guo)家中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)資(zi)格統一考試,提高(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)準(zhun)(zhun)入(ru)門檻。實(shi)(shi)(shi)行(xing)(xing)城鄉統一的(de)中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)教(jiao)(jiao)(jiao)(jiao)(jiao)職工(gong)編制(zhi)(zhi)標(biao)準(zhun)(zhun),啟動“縣(xian)管校聘(pin)”改(gai)(gai)革,縣(xian)域(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)交流輪(lun)崗常態化、制(zhi)(zhi)度(du)(du)(du)化。印(yin)發《關于深化高(gao)校教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)考核評價(jia)(jia)制(zhi)(zhi)度(du)(du)(du)改(gai)(gai)革的(de)指(zhi)導意(yi)(yi)見》,嚴(yan)把(ba)選(xuan)(xuan)聘(pin)考核思想政治(zhi)素質關,注(zhu)重(zhong)憑能力(li)(li)(li)、實(shi)(shi)(shi)績(ji)和貢獻評價(jia)(jia)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)。堅持(chi)(chi)保障為(wei)(wei)基。開展專(zhuan)項(xiang)督(du)導,保障義務教(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)工(gong)資(zi)收(shou)入(ru)水平不(bu)低于當地公(gong)務員(yuan)。實(shi)(shi)(shi)施(shi)(shi)(shi)鄉村教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)支(zhi)持(chi)(chi)計(ji)劃(hua)(hua)(hua),全面(mian)實(shi)(shi)(shi)施(shi)(shi)(shi)集(ji)中(zhong)連片特困(kun)地區(qu)鄉村教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi)生(sheng)活補助政策。為(wei)(wei)中(zhong)小(xiao)(xiao)學(xue)(xue)(xue)老師(shi)(shi)(shi)(shi)(shi)減輕不(bu)合理負擔。實(shi)(shi)(shi)施(shi)(shi)(shi)“特崗計(ji)劃(hua)(hua)(hua)”,15年來中(zhong)央(yang)財政累計(ji)投入(ru)資(zi)金710億元,累計(ji)招聘(pin)95萬特崗教(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)(shi)(shi)(shi)(shi),覆蓋中(zhong)西部省(sheng)份1000多個縣(xian)、3萬多所農村學(xue)(xue)(xue)校。

  開啟教師隊伍建設新征程的方向

  目前(qian),我(wo)國(guo)(guo)(guo)(guo)教(jiao)(jiao)(jiao)育(yu)總體(ti)發(fa)(fa)展(zhan)水(shui)平(ping)進(jin)(jin)(jin)入(ru)世(shi)界中(zhong)上(shang)行列,各級各類(lei)教(jiao)(jiao)(jiao)育(yu)普及程度均(jun)(jun)達到或超過中(zhong)高(gao)(gao)收入(ru)國(guo)(guo)(guo)(guo)家(jia)平(ping)均(jun)(jun)水(shui)平(ping),區域、城鄉(xiang)教(jiao)(jiao)(jiao)育(yu)差(cha)距進(jin)(jin)(jin)一步縮小,人(ren)(ren)民(min)群(qun)眾(zhong)教(jiao)(jiao)(jiao)育(yu)獲得感不斷(duan)增強(qiang),是(shi)(shi)(shi)1732萬專任教(jiao)(jiao)(jiao)師(shi)(shi)支撐起了全球最大(da)規模(mo)的(de)(de)(de)教(jiao)(jiao)(jiao)育(yu)體(ti)系(xi),助力(li)了我(wo)國(guo)(guo)(guo)(guo)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)大(da)踏步前(qian)進(jin)(jin)(jin)。我(wo)國(guo)(guo)(guo)(guo)進(jin)(jin)(jin)入(ru)高(gao)(gao)質(zhi)量發(fa)(fa)展(zhan)階(jie)段,教(jiao)(jiao)(jiao)育(yu)必須同黨和國(guo)(guo)(guo)(guo)家(jia)事業發(fa)(fa)展(zhan)要求相(xiang)適(shi)應(ying)、同我(wo)國(guo)(guo)(guo)(guo)綜合國(guo)(guo)(guo)(guo)力(li)和國(guo)(guo)(guo)(guo)際地位相(xiang)匹配(pei),夯實經濟社會發(fa)(fa)展(zhan)和國(guo)(guo)(guo)(guo)民(min)素質(zhi)提升的(de)(de)(de)根基(ji)、培養更多(duo)適(shi)應(ying)高(gao)(gao)質(zhi)量發(fa)(fa)展(zhan)的(de)(de)(de)各類(lei)人(ren)(ren)才(cai)。基(ji)礎(chu)教(jiao)(jiao)(jiao)育(yu)是(shi)(shi)(shi)我(wo)國(guo)(guo)(guo)(guo)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)基(ji)礎(chu),教(jiao)(jiao)(jiao)師(shi)(shi)是(shi)(shi)(shi)基(ji)礎(chu)的(de)(de)(de)基(ji)礎(chu);高(gao)(gao)等教(jiao)(jiao)(jiao)育(yu)是(shi)(shi)(shi)我(wo)國(guo)(guo)(guo)(guo)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)戰略制(zhi)高(gao)(gao)點(dian),教(jiao)(jiao)(jiao)師(shi)(shi)是(shi)(shi)(shi)制(zhi)高(gao)(gao)點(dian)的(de)(de)(de)制(zhi)高(gao)(gao)點(dian);職業教(jiao)(jiao)(jiao)育(yu)是(shi)(shi)(shi)我(wo)國(guo)(guo)(guo)(guo)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)創新生(sheng)長(chang)點(dian),教(jiao)(jiao)(jiao)師(shi)(shi)是(shi)(shi)(shi)生(sheng)長(chang)點(dian)的(de)(de)(de)生(sheng)長(chang)點(dian);立德樹人(ren)(ren)是(shi)(shi)(shi)教(jiao)(jiao)(jiao)育(yu)的(de)(de)(de)根本(ben)任務,培養教(jiao)(jiao)(jiao)師(shi)(shi)是(shi)(shi)(shi)根本(ben)的(de)(de)(de)根本(ben)。

  要(yao)清醒(xing)看到,雖然我國教(jiao)(jiao)育整體(ti)(ti)大踏步前進,但實現(xian)高質(zhi)量發(fa)(fa)展(zhan)還(huan)要(yao)付(fu)出(chu)巨大努(nu)力,讓人(ren)民滿意還(huan)任重(zhong)(zhong)道遠。有的地方對(dui)教(jiao)(jiao)育和(he)教(jiao)(jiao)師工作重(zhong)(zhong)視不(bu)夠(gou),在(zai)教(jiao)(jiao)育事(shi)業發(fa)(fa)展(zhan)中(zhong)重(zhong)(zhong)硬件輕(qing)軟件、重(zhong)(zhong)外延輕(qing)內涵的現(xian)象還(huan)比較突出(chu),對(dui)教(jiao)(jiao)師隊(dui)伍建設(she)的支持力度亟(ji)須(xu)加大;師范生培養模式改革有待深化,教(jiao)(jiao)師教(jiao)(jiao)育師資隊(dui)伍較為(wei)薄弱,教(jiao)(jiao)師教(jiao)(jiao)育體(ti)(ti)系建設(she)有待加強(qiang);有的教(jiao)(jiao)師素質(zhi)能力難(nan)以適應新時(shi)代人(ren)才(cai)培養需(xu)要(yao),師德水(shui)平需(xu)要(yao)提(ti)升(sheng),專業化水(shui)平需(xu)要(yao)提(ti)高;教(jiao)(jiao)師特別是中(zhong)小學教(jiao)(jiao)師職(zhi)業吸引力不(bu)足,地位待遇有待提(ti)高;教(jiao)(jiao)師城鄉(xiang)結構、學科結構分布不(bu)盡合理,準入、招(zhao)聘、交流、退出(chu)等(deng)機制(zhi)(zhi)還(huan)不(bu)夠(gou)完善,管(guan)理體(ti)(ti)制(zhi)(zhi)機制(zhi)(zhi)亟(ji)須(xu)理順。

  新(xin)時代加強教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)(wu)建設,要(yao)以(yi)高(gao)質(zhi)量發(fa)展為主線,找準教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)(wu)建設的(de)(de)突(tu)破口和著力點,以(yi)全面(mian)(mian)深化教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)(wu)建設改革激(ji)發(fa)新(xin)發(fa)展活力,破除教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)發(fa)展方面(mian)(mian)的(de)(de)深層次體制機制障礙,推(tui)動教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)(wu)從專項管理向現(xian)代治理轉變,實現(xian)教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)(wu)從基本支(zhi)撐向高(gao)質(zhi)量支(zhi)撐轉型,開(kai)啟全面(mian)(mian)建設高(gao)素質(zhi)專業化創新(xin)型教(jiao)(jiao)(jiao)(jiao)師(shi)(shi)隊(dui)伍(wu)(wu)的(de)(de)新(xin)征(zheng)程。

  開啟教師隊伍建設新征程的重點

  “十四五”時期(qi),以(yi)高質量發展為(wei)主(zhu)線加強教師隊伍建設,要堅持以(yi)師德(de)為(wei)魂、能力為(wei)本、管理(li)為(wei)要、地(di)位為(wei)基,讓廣(guang)大教師在(zai)(zai)崗位上(shang)(shang)有幸(xing)福(fu)感(gan),在(zai)(zai)事(shi)業上(shang)(shang)有成就感(gan),在(zai)(zai)社會上(shang)(shang)有榮(rong)譽感(gan)。
