陳(chen)寶生(sheng)強(qiang)(qiang)(qiang)(qiang)調,學(xue)習貫(guan)徹落(luo)實(shi)好(hao)(hao)全會精神是(shi)(shi)(shi)當前(qian)和(he)今(jin)后一個(ge)(ge)時(shi)期(qi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)系(xi)統(tong)的(de)(de)(de)(de)(de)首要(yao)(yao)任(ren)(ren)(ren)務(wu)和(he)主(zhu)(zhu)要(yao)(yao)任(ren)(ren)(ren)務(wu),是(shi)(shi)(shi)最重(zhong)要(yao)(yao)的(de)(de)(de)(de)(de)政(zheng)治(zhi)任(ren)(ren)(ren)務(wu)。我們(men)要(yao)(yao)堅(jian)持(chi)以(yi)(yi)習近平新(xin)(xin)(xin)(xin)時(shi)代中國(guo)特色社會主(zhu)(zhu)義思想(xiang)為(wei)指導,進(jin)一步增強(qiang)(qiang)(qiang)(qiang)“四(si)個(ge)(ge)意識”、堅(jian)定(ding)“四(si)個(ge)(ge)自信”、做到“兩個(ge)(ge)維(wei)護(hu)”,堅(jian)決(jue)(jue)把(ba)(ba)思想(xiang)和(he)行(xing)動(dong)統(tong)一到全會精神上來(lai)。他(ta)指出,深入研判(pan)形(xing)(xing)勢(shi)(shi)任(ren)(ren)(ren)務(wu)是(shi)(shi)(shi)開展(zhan)(zhan)(zhan)學(xue)習宣傳(chuan)的(de)(de)(de)(de)(de)前(qian)提和(he)抓好(hao)(hao)貫(guan)徹落(luo)實(shi)的(de)(de)(de)(de)(de)基礎(chu),要(yao)(yao)從不同(tong)維(wei)度進(jin)行(xing)分析(xi)。一是(shi)(shi)(shi)新(xin)(xin)(xin)(xin)形(xing)(xing)勢(shi)(shi)。深刻認識人民群眾對(dui)公平優質(zhi)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)的(de)(de)(de)(de)(de)需求日(ri)益強(qiang)(qiang)(qiang)(qiang)烈(lie),決(jue)(jue)定(ding)了(le)今(jin)后教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)發(fa)展(zhan)(zhan)(zhan)的(de)(de)(de)(de)(de)主(zhu)(zhu)要(yao)(yao)內(nei)(nei)容(rong);世(shi)界百年未有之大變局加速演變的(de)(de)(de)(de)(de)趨勢(shi)(shi),決(jue)(jue)定(ding)了(le)今(jin)后中國(guo)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)走(zou)向世(shi)界、教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)對(dui)外開放的(de)(de)(de)(de)(de)主(zhu)(zhu)要(yao)(yao)任(ren)(ren)(ren)務(wu);在全球治(zhi)理(li)(li)和(he)國(guo)際(ji)規(gui)(gui)則(ze)制定(ding)中主(zhu)(zhu)要(yao)(yao)矛(mao)盾的(de)(de)(de)(de)(de)表現形(xing)(xing)式,決(jue)(jue)定(ding)了(le)今(jin)后參與(yu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)國(guo)際(ji)治(zhi)理(li)(li)的(de)(de)(de)(de)(de)突(tu)破(po)方向。二是(shi)(shi)(shi)新(xin)(xin)(xin)(xin)階段。邁向第二個(ge)(ge)百年新(xin)(xin)(xin)(xin)征(zheng)程中,我們(men)的(de)(de)(de)(de)(de)主(zhu)(zhu)要(yao)(yao)任(ren)(ren)(ren)務(wu)是(shi)(shi)(shi)構建高質(zhi)量(liang)(liang)發(fa)展(zhan)(zhan)(zhan)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)體系(xi),目標是(shi)(shi)(shi)建成教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)強(qiang)(qiang)(qiang)(qiang)國(guo)、實(shi)現教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)現代化。從“富起(qi)來(lai)”到“強(qiang)(qiang)(qiang)(qiang)起(qi)來(lai)”,主(zhu)(zhu)要(yao)(yao)要(yao)(yao)解決(jue)(jue)好(hao)(hao)不好(hao)(hao)、強(qiang)(qiang)(qiang)(qiang)不強(qiang)(qiang)(qiang)(qiang)的(de)(de)(de)(de)(de)問題,要(yao)(yao)補齊短板、攻克短板。三(san)是(shi)(shi)(shi)新(xin)(xin)(xin)(xin)理(li)(li)念(nian)(nian)。“十四(si)五(wu)”規(gui)(gui)劃建議(yi)從根本(ben)上講是(shi)(shi)(shi)新(xin)(xin)(xin)(xin)發(fa)展(zhan)(zhan)(zhan)理(li)(li)念(nian)(nian)的(de)(de)(de)(de)(de)“規(gui)(gui)劃版(ban)”,教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)系(xi)統(tong)要(yao)(yao)把(ba)(ba)新(xin)(xin)(xin)(xin)發(fa)展(zhan)(zhan)(zhan)理(li)(li)念(nian)(nian)具體化,從內(nei)(nei)涵(han)、外延(yan)、工作措(cuo)施等方面(mian)全面(mian)落(luo)實(shi),重(zhong)新(xin)(xin)(xin)(xin)書寫教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)高質(zhi)量(liang)(liang)發(fa)展(zhan)(zhan)(zhan)的(de)(de)(de)(de)(de)生(sheng)產函數。四(si)是(shi)(shi)(shi)新(xin)(xin)(xin)(xin)格(ge)局。教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)要(yao)(yao)主(zhu)(zhu)動(dong)服從于、服務(wu)于以(yi)(yi)國(guo)內(nei)(nei)大循(xun)環(huan)(huan)為(wei)主(zhu)(zhu)體、國(guo)內(nei)(nei)國(guo)際(ji)雙(shuang)循(xun)環(huan)(huan)相(xiang)互促進(jin)的(de)(de)(de)(de)(de)新(xin)(xin)(xin)(xin)格(ge)局,自覺成為(wei)新(xin)(xin)(xin)(xin)發(fa)展(zhan)(zhan)(zhan)格(ge)局中的(de)(de)(de)(de)(de)內(nei)(nei)生(sheng)變量(liang)(liang),深入研究(jiu)教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)與(yu)社會的(de)(de)(de)(de)(de)循(xun)環(huan)(huan)、教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)與(yu)經濟的(de)(de)(de)(de)(de)循(xun)環(huan)(huan)、教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)自身國(guo)內(nei)(nei)循(xun)環(huan)(huan)和(he)國(guo)際(ji)循(xun)環(huan)(huan)等。新(xin)(xin)(xin)(xin)形(xing)(xing)勢(shi)(shi)新(xin)(xin)(xin)(xin)任(ren)(ren)(ren)務(wu)給教(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)(yu)(yu)提出了(le)政(zheng)治(zhi)需求、量(liang)(liang)的(de)(de)(de)(de)(de)需求、質(zhi)的(de)(de)(de)(de)(de)需求、文(wen)化需求、結構需求這五(wu)方面(mian)需求。
陳寶生(sheng)強(qiang)調,面對新形勢,應(ying)對新需求,關(guan)鍵(jian)要(yao)(yao)把握好六個(ge)局(ju)(ju)(ju)(ju)。一是(shi)(shi)(shi)(shi)全(quan)(quan)局(ju)(ju)(ju)(ju),全(quan)(quan)局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)目(mu)標(biao)。到(dao)2035年(nian)要(yao)(yao)實現(xian)教育現(xian)代化、建成教育強(qiang)國。二是(shi)(shi)(shi)(shi)變局(ju)(ju)(ju)(ju),變局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)環境。世(shi)界百年(nian)未(wei)有之大(da)變局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)當前教育發(fa)(fa)展(zhan)所處的(de)(de)最大(da)環境。三是(shi)(shi)(shi)(shi)格局(ju)(ju)(ju)(ju),格局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)戰略(lve)(lve)。新發(fa)(fa)展(zhan)格局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)今后指導教育發(fa)(fa)展(zhan)的(de)(de)總(zong)體戰略(lve)(lve)。四(si)是(shi)(shi)(shi)(shi)開(kai)(kai)局(ju)(ju)(ju)(ju),開(kai)(kai)局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)起點(dian)。要(yao)(yao)起好步、開(kai)(kai)好局(ju)(ju)(ju)(ju),編制(zhi)好“十四(si)五”教育規劃(hua),謀劃(hua)好明年(nian)工作。五是(shi)(shi)(shi)(shi)布(bu)局(ju)(ju)(ju)(ju),布(bu)局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)配(pei)置。要(yao)(yao)優(you)化完善教育資源配(pei)置,教育發(fa)(fa)展(zhan)要(yao)(yao)更加突出有質(zhi)量的(de)(de)公平。六是(shi)(shi)(shi)(shi)破局(ju)(ju)(ju)(ju),破局(ju)(ju)(ju)(ju)是(shi)(shi)(shi)(shi)動(dong)力。“十四(si)五”時期改(gai)革又到(dao)了新的(de)(de)關(guan)頭,要(yao)(yao)緊(jin)盯解決突出問題,推動(dong)改(gai)革和發(fa)(fa)展(zhan)深度融合、高效聯動(dong)。
陳寶(bao)生要求,教育(yu)系(xi)統(tong)(tong)要扎實開展學(xue)習宣傳。一是(shi)全面(mian)系(xi)統(tong)(tong)學(xue)習。要在歷史對比中(zhong)學(xue),在貫通聯系(xi)中(zhong)學(xue),在反思差距中(zhong)學(xue),持續深(shen)(shen)化、形(xing)成熱潮(chao)。二是(shi)加(jia)強(qiang)宣傳引導(dao)。要面(mian)向青少年做好網絡宣傳,用好教育(yu)媒體和“中(zhong)國(guo)教育(yu)發布(bu)”“微言教育(yu)”等網絡平臺,通過宣傳讓教育(yu)系(xi)統(tong)(tong)干部師生視(shi)野更寬、定(ding)位(wei)更準、使(shi)命(ming)更強(qiang)。三是(shi)深(shen)(shen)入研(yan)究闡釋(shi)。要加(jia)強(qiang)理論研(yan)究,發揮教育(yu)系(xi)統(tong)(tong)優勢,全方(fang)位(wei)、多角度解讀好全會精神。
